The final stretch for the legislation governing liquefied natural gas activities. Leila Benali has finalized the dedicated draft law, currently in the public consultation phase, before submitting it for adoption. This legal framework will be decisive for the development of the sector and the sustainability of investments.

Firstly, it will put an end to the legal vagueness that surrounds the operation of the sector, insofar as a dedicated law will make it possible to set the rules of the game and clearly define the terms of regulation. Legal certainty is one of the key factors in this field. It is what reassures investors and financial backers.

Morocco’s ambition to become a regional gas hub requires the development of a competitive offer, particularly in terms of logistics and port services. A clear legal framework needs to be put in place to secure the country’s supplies and take advantage of the economic opportunities offered by this rapidly reconfiguring market.

However, in order not  to miss this turning point, it is important to remain vigilant on certain critical points. The idea is to avoid certain pitfalls that could undermine the whole dynamic. This starts with speeding up the pace of adoption of the bill. It is equally important not to underestimate the infrastructure challenges, which are generally very costly.

It will therefore be necessary to anticipate the stakes, to plan, and to regulate things, while deploying a steering mechanism with monitoring indicators. We need to go beyond sectoral reform, and anchor this project in the broader vision of strengthening the country’s energy sovereignty and economic attractiveness.
